The Comprehensive Evaluation of Chinese Human All-Round Development model and Empirical Study Based on Standard Deviation and TOPSIS
According to the connotation of insisting on human-oriented, comprehensive, coordinated and sustainable development, this paper constructed the comprehensive Human All-Round Development evaluation index system through the selection, screening and rational analysis of Human All-Round Development indicators. Use Standard Deviation method to determine the weights of indicators. Use the TOPSIS method to establish comprehensive evaluation model of Human All-Round Development, lastly analyzed the development of Chinese Human All-Round Development during the 10th Five-Year Plan. The contribution characteristics lie on three aspects. Firstly, through evaluation of the quality of life, quality of human and human capital environment, index system reflects the basic harmony of humankind requirements in a harmonious society. Secondly, having evaluated economic development environment, social development, environmental, index system reflect the basic requirement of social harmony of the harmony between human and the society. Thirdly, having evaluated the evaluation of environment，index system reflects the basic requirements of the harmony between man and nature.
