ANALYSIS AND LOW COST MITIGATION OF THE FLOOD RISK OF ASIAN DAMS
As over half of the world dams are embankment dams built in Asia where there are huge rains, half of all world dam failures have been failures by floods of Asian embankment dams. The purpose of this paper is to help identifying the corresponding dams most at risk and the possible low cost solutions for reducing the probability and/or the impact of such failures. The whole paper refers to embankment dams with a specific chapter for concrete and masonry dams. There are in Asia 25.000 large embankment dams and hundred thousands small ones. 5,000 are higher than 30 m. Hundreds store over 100 hm3. 5,000 store over 10 hm3. 15,000 between 1 and 10 hm3. 100,000 between 0.1 and 1 hm3 (most with height in the range of 10 m or less). Most dams lower than 30 m were built by low cost labour before 1980.
