Study of Comprehensive Evaluation of Technological Innovation Capability of Small and Medium Enterprises

In this paper, we design a comprehensive evaluation index system of technological innovation capability of small and medium enterprises, which is general and feasible. After that, we provide a simple and efficient method to calculate the constant weight of each index with fuzzy consistent reciprocal judgment matrix, where the inconsistency problem of judgment matrix is very easy to get. Furthermore, in light of the variable weights decision-making method, we give the formula of state vector according to two conditions of comprehensive evaluation of the technological innovation capability. In the end, an example illustrates the effectiveness of the method, and it is proved that the method is effective by the presentation of the result.
