Study on Assessment of Region Resource Conditions
Setting up overall and scientific region resource conditions assessment system is benefit to knowing the regional resource conditions clearly, making the sustainable development strategy of regions, and offering the reliable basis for drafting the effective development policies. The factors involving the region resource economy are in many aspects, and the influencing degree of these factors is different. Thus, assessment of the region resource conditions is a comprehensive assessment system with many goals. Based on the principles of scientificalness, integrality, level, relativity and static index combining with dynamic index, the multi-lever hierarchical index system of region resource conditions is set up from the aspects of the natural resource, the human resources and the market resources. A concrete research of the calculations and methods of correlative qualitative index and quantitative index is made, and a correlative calculation method is produced. To confirm the index weight, the nerve network value-adjusting model is established and the concrete principle and plan to choose the sample data are derived. On choosing the assessment method, as the region resource conditions index system is a complicated system and a lot of indexes have uncertainties, the fuzzy comprehensive judgment method mode and assessment criterion are given. Finally, an example on the practicality confirmation is carried on. The research results can provide science basis for defining the region resource conditions.
