Hierarchy, Flattening, and Organization Framework Selection:Trade-offs between Stability and Efficiency
This paper discusses the problem of organization form selection based on the trade-offs between stability and efficiency.Probabilities of Rejecting Truths and Accepting Faults are discussed to measure such relationship: hierarchy and more centralized organizations have lower efficiency,but lower risks and stronger stability; while polyarchies and decentralized organizations have more efficiency,but higher risks and less stability in the short run.These two kinds of organization forms share the tradeoff between stability and efficiency,further study shows choices between the two forms are not absolute,but a dynamic adjustments under different situations.Evidences of authority changes between central and local governments prove such tradeoffs.
