Study on Management Mechanism and Policies of Wetland in Heilongjiang Province

摘要：

Wetland protection has drawn great attention in recent years.Through comparative analyzing of the practice and effect of wetland protection,this paper draws a conclusion that the main reasons that stymie the effective work of Heilongjiang Provincial wetlands protection are: ambiguous definition of power and responsibility,power and responsibility subject vacancy,scanty method and path of wetland protection,asymmetry of power,responsibility and interest.In order to push forward the development of wetland protection,this paper puts forward countermeasures taking into account RBZM (Rain Basin-Zoning Management) mechanism,wetlands project license,uniform permission management mechanism in wetlands protection law,management mechanism and supporting policies.
