Industry Cluster Governance and its Performance Evaluation Based on Good Governance
Based on the awareness of good governanceand cluster management,this paper points out that the good governance of industry cluster is a collective action,the core of which is governance mechanisms.It is initiated by the members of the cluster,and its aim is to maximize the benefits of the cluster actors.The basis of its implementation is that the government and the intermediary organizations and enterprises can format a sound public service system through cooperation and interaction.Constructs a set of evaluation index system for performance evaluation on industry cluster governance have three main agents and six dimensions.Uses fuzzy analytic hierarchy process,establishes fuzzy-level evaluation model of industry cluster governance,the author elaborates comprehensive evaluation of the basic steps based on fuzzy analytic hierarchy process and analytic gierarchy process.
