Inquiring on Social Capitals Inherent Agreement with Harmonious Society
When it acts good, which needs two basic preconditions including nets are relativelystable and tight as well as formal institutions is efficient, social capital agrees withharmonious society inherently. In transition, the two preconditions can be 3 states. State 1 istwo preconditions coming into existence. State 2 is formal institutions is low efficiency butnets are relatively stable and tight, in which social capital usually does bad. State 3 isformal institutions is low efficiency or vacancy, while nets is not stable or tight. Under thisstate, social capital cant act. Obviously, in the last two states, social capital doesnt agreewith harmonious society but becomes problems that should be solved. According toexperiential study on floating populations crime and country children, we get the policysuggestion of formal institutions efficiency being the decisive factor for social capitalacting well. So, it is necessary to improve formal institutions efficiency by remedyinginstitutions mistake and supplying new institutions to assure social capital acting good.
