1.System background1.1 High concern and attention from governmentRecent years sees frequent tailing dam accidents, which, as a result, draw concern and attention from governments as quoted in the document of Safety Production During the 11th Five-Year Plan, promulgated in 2006 by General Office of CCCPC, as saying that tailing dam must be fully controlled, step by step, by complete stability-monitor system. And this regulation applies to tailing dam with capability at or over 10m1n.square meters, or with height at or over 60m. Also in 2006, State Administration of Work Safety promulgated No. 186 Document, in which Promoting Reference Project with Technology and Safety Standards once again emphasizes the development of forewarning technology for tailing dam. To guarantee the stability of tailing dam complies with the attitude of scientific development assumed by state.
