Optimal Growth with Pollution:How to Use Pollution Tax?
Idea of Endogenous technological change incorporating in an endogenous growth model with pollution,physical capital and endogenous human capital based on Hartman-Kwon(2005) model was introduced.Technology is divided into theoretical technology and applied technology.Human capital and technology are produced cleanly,and physical capital can be used to decrease pollution.The optimal growth path was studied.Result showed that it was possible to implement the optimal path with only lump-sum transfer and a pollution tax.Such practices subsidized the individual by lump-sum transfer.The pollution tax rate collected by the government was the marginal cost of pollution in terms of consumption, which corrected for the pollution externality.
