This paper first presents the current situation of establishing and carrying out engineering guarantee system in Beijing, then analyses main problems and reasons during carrying out this system,on the basis of this, the author puts forward the basic tactics and concrete countermeasures on establishing and carrying out engineering guarantee system in Beijing.
