The human capital is the most active factor in modem economic growth. And the foundation of learning organization is a fundamental way to survive and develop for enterprises of China in intense reformation of 21 century. The author expounded the essential connotation and features of human capital and learning organization, and put forward strategies of learning organization foundation for enterprises of China.
