Probing into the American Federal Governmental Function Reforms during the New Public Management Movement

摘要：

During the New Public Management movement, the American government has experienced a new stage of administrative function adjustment. The basic contents of the reforms include a few aspects as following: Regulating the relationships between state and society so as to relocate the function systems of the govemment; Leading into competitive mechanism so as to marketize the public services providing; Deregulating so as to improve the inner operating mechanism of governmental functions; Devolving moderately so as to reconstitute the functional relationships among the governments in the U.S,A. Although there are very different conditions in China, there are still some advantageous implications.
