On the Theory of Corruption Occurrence

摘要：

The occurrence of corruption, as pointed out in this paper, results from three factors, the weakness of human nature, the governmental control of social resources and the deficiency of social system. Generally, although the occurrence of corruption is the comprehensive result of those three factors,the former two ,however,are prerequisite while the last one is sufficient condition.
