The Study on Social Emergency Management System and its Application
Social emergency comes up with rapid speed of development, and the world faces challenge for security and safety. China has entered into a new era of transition for economy and society. It is an opportunity for strategic development; meanwhile it is also a period with crisis. In order to effectively prevent the happening of crisis and reduce the loss and disasters caused by crisis, it is necessary for the government to construct social emergency management system with legal and scientific instruments.The article suggests that the social emergency management system is a social project which should participate by government, organizations and public levels.
