Community Emergency Capability Comprehensive Evaluation
Emergency capability evaluation is the basic work of emergency management and an effective approach to improving emergency management system. Communities are the primary scene for disasters; it is of strategic significance to enhance the community emergency capability construction. Community emergency management process was constructed, and the emergency capability indicator system was proposed across a hierarchy of perspectives. Based on this, a comprehensive evaluation model was proposed by the combined method of the analytic hierarchy process (AHP) and fuzzy comprehensive evaluation (FCE). Using AHP, the hierarchical structure model was established and the indicators weights were assigned. Based on FCE method, the evaluating fuzzy matrix was constructed. A case study was carried out to prove the validity and utility of the combined method.
