We study how to formulate effective strategies facing emergent disasters. This kind of strategies will enable public who are suffering from disasters to obtain necessary information, so that to cope with emergent events more effectively. From the perspective of public demands, we analyze the change of public demands for three types of information in times of crisis prodromal, breakout, chronic and resolution. Thereby, we construct a dissemination model for crisis information according to three types of crisis information. Consequently, we suggest four strategies for crisis managers to facilitate better crisis communication.
