Talking about Strategy and Innovation Lessons from a Strategy Development Program for Dutch SMEs
Policy measures to support innovation in SMEs are considered to be important for ( regional) economic development. In this paper the focus lies on a policy intervention program in 14 Dutch SMEs that was redesigned to meet the needs of the firms. The paper reports about the outcomes and process underlying the intervention project that aimed to improve upon innovation in SMEs. Two main conclusions are drawn. First, regional innovation policy should change from a supply-driven towards a demand-driven and firm-centered view. Second, levering the innovation capacity of SMEs requires an approach that includes a review of the firm strategy and that relies upon organization development methodologies to work towards the needed changes.
