Developing the Small Business Market for Business Development Services in China:Challenges and Opportunities

This paper investigates the market for business development services( BDS) in 3 cities in China( Lanzhou, Chengdu and Shenzhen), from a small business perspective. The data on which the paper is drawn from surveys of small businesses (around 400-500 in each city) and BDS providers( 90-200 in each city) designed and organised by the authors in Chengdu, Lanzhou and Shenzhen between November 2005 and March 2006. The rapid growth of the SME sector in China presents new challenges for China s policy makers, at the national and local levels. A key question in this regard is how best to meet the support needs of SMEs, to enable them to fulfil their potential contribution to continued economic development, with implications for the respective roles of the state in relation to the market forces in addressing these needs.
