Research on GIS-Based Coastal Zone Environmental SafetyWarning System

Great amounts of liquid waste and garbage are being discharged into the coastal waters, and coastal zone environmental safety is becoming an increasingly serious problem. One solution to it is to develop an advanced integrated management system, which applies information technology to make managers grasp concerned environmental risk information duly and effectively. Based on the analysis of the status and experience of constructing coastal zone EISs(Environment Information Systems) in China, this paper takes the project The construction of the EIS of the Environmental Management Department of the Ocean and Fishery Bureau of Qingdao as an example, summarizes the construction experience, particularly expounds the system design, data structure, developing method and key technology, the professional analysis models of environmental safety management which make the system practical and scientific under visible circumstances, furthermore introduces an important innovative method which realizes the distributed C/S system without applying any spatial engine which is usually a necessary middle engine in GIS-Based system.
