Integrated Safety Performance Measurement for Civil Aviation Enterprise

摘要：

This paper summarizes several studies of safety performance mainly on the indicators of accident and incident statistics, economy and safety culture at first. After discussing the advantages and disadvantages of each kinds of safety performance measurement, the author puts forward a safety performance measurement integrated accident and incident analysis technique with safety culture assessment into a uniform elementary events analysis framework. Considering the safety culture as the positive indicator of safety performance, while the accident and incident as the negative indicator, the safety performance measuring model is developed based on the Coopers reciprocal safety culture model and elementary events analysis method (EEAM). The objective is to provide a comprehensive and rational safety performance measurement for civil aviation enterprise.
