Aviation Accident-Causing Model Based on Operation Organization and Its Application
Combining with new trend of research on aviation human factors (HF), an issue is proposed that preventing aviation accidents should seek solutions from organizational level. Firstly on the basis of absorbing Reason Theory and System Theory, the Aviation Accident-Causing Model basing on operation organization is constructed to illustrate the process and importance of organizational factors effecting on accidents. Then a data Star. and analysis on 21 aviation fatal accidents is made by using this model, and the Crew Error Precaution Strategy on organizational level is put forward according to previous analysis results and a case analysis is given meanwhile. Finally it concludes that organizational factors are the deep causing of aviation accidents, educating and training, stimulating system, regulations and procedures, culture climate and supervision are five key factors to control and decrease crew errors on organizational level.
