16-Step Safety Plan: A New Occupational Health and Safety Management Pattern

According to current enterprise safety management situation, and referring to safety management system standards home and abroad, the paper proposes a new occupational health and safety management pattern: 16-step safety plan, which divides safety management into 16 steps, with all the core elements and sub-elements of safety management distributed into each step. These steps include Risk Management, Identify Legal Compliance Requirements, Goals and Objectives, Communication and Consultation, Competency Assessment and Training, Performance Measurement and Reporting Processes, Safety Observations and Identify Safe Behavior, Safety Audits, etc. The main content of each step is introduced in the paper. Through continual improvement of putting the safety plan into effect step by step, a positive safety culture would be developed gradually and the target of zero hurt will be fulfilled ultimately.
