Overview and Discussion on Emergency Exposure Limits

Occupational exposure limits (OELs), which is an important regulatory instrument to protect workers health from adverse effects of chemical exposures, have been established by various agencies and associations. However, OELs often are not readily or directly translatable into emergency exposure limits (EEL) for exposures at relatively high concentrations of short duration, usually for a once in a lifetime event for the general population that includes infants, children, elderly, and persons with acute and chronic diseases. In response to these situations, governments and agencies launched comprehensive programs to develop emergency exposure limits (EEL). This paper firstly introduced the overview of common EELs, including AEGLs developed by the U.S. EPAs AEGL Program, the National Advisory Committee (NAC) and National Research Council Committee (NRC), ERPGs by the ERPG Committee of the American Industrial Hygiene Association (AIHA), and TEELs by the US Department of Energy (DOE) Emergency Management Advisory Committees Subcommittee on Consequence Assessment and Protective Action (SCAPA) and so on. Then, by comparing AEGLs, ERPGs, and TEELs, differences have been confirmed. Each has its own advantage and disadvantage, and is restricted to some extent. In practice, transparent hierarchies of comprehensive application on the AEGLs, ERPGs, and TEELs had been established i.e. AEGLs, ERPGs, and TEELs in order. Development of emergency exposure limits abroad is in the ascendant, but in our country it is almost a blank. We should make an effort to digestion and absorption of existing EELs, study EELs methodology, with our own health toxicology experience in the development of OELs. A set of the EELs system with our own characteristics In line with Chinas national conditions and sync with the international and could be finally established.
