Estimation Model and Application of Safety Capacity

摘要：

The concept of safety capacity is presented. Taking mortality rate of per 100,000 persons, injury rate of per 100,000 persons, mortality per 100 million production value, loss per 100 million production value into account and using danger equivalent index model, calculation matrix of safety capacity is established. Based on the impact of the general layout of region, safety management systems, strength of safety monitoring, emergency systems, calculation equation is derived. Based on these, safety capacity is applied to safety planning in an example of an economic development zone.
