Analysis on the Legitimacy of the Industry Base Construction

摘要：

Speaking from some more typical phenomenon in violation of the law in the base construction at present,the article puts forward some means to solve the problems diametrically.First,each level government should perform the general planning rules of land utilization strictly,protect the farmland,and control the land for construction.Second,the local governments should perform the special tax law system,and end the local governmentsvicious competition for attracting capital.Third,they should perform the environment protection rules strictly,and develop the rotational economy.At last,it concludes that,from a long-term point of view,the legal requirement will be beneficial to the lasting development of the local economy and the stable development of whole Chinas economy,though it will decrease the short-term profits of the industry base.
