Study on Government Roles beyond Regional Emerging Industrial Cluster——Evidence from Floral Industrial Cluster in Dounan, Knnming City
With the acceleration of economic globalization,one of effective ways to enhance a national or regional competitiveness is to develop industrial clusters.For the effective performance of the industrial clusters,government authorities shall take an active part in the clustering process.The governmentsroles in the clustering process are not only to address market failures,but to improve market effectiveness to help specialise the cluster.The paper takes the example of a traditional industrial cluster,i.e.the floral industrial cluster in Dounan,Kunming,to analyze the principle of doings and undoings of local authorities as well as the mechanism for authoritiesrestrained functions in the process of industrial cluster development.
