A Profile of Chinas Outward Foreign Direct Investment (OFDI)

Drawing on recent Government of China official statistics (2003-06), this paper presents a general profile of Chinas global outward foreign direct investment (OFDI) analyzing them by regions,countries and industries. Although Chinas OFDI grew at an exponential pace with an average of 60%per annum from 2003 to 2006, it still remains a small percentage of the countrys total gross domestic product (GDP). Results show that, while Chinas State Owned Enterprises (SOEs) are currently the main driving force for Chinas OFDI in terms of OFDI stocks and flows, an increasing number of private enterprises have joined the club and started to invest abroad. While Chinas SOEs are primarily investing in natural and extractive resource-based industries driven by national strategic interests (40.4%of total flows and 19.8 % of stocks in 2006) there is an increasing trend of private enterprises investing in diverse industries primarily with a market-seeking motive. Empirical evidence points to the likelihood of Chinas private enterprises eventually playing a bigger role in Chinas OFDI. The paper concludes by identifying a number of areas for future research aimed at strengthening theoretical and empirical understanding of the nature and drivers of Chinas global OFDI. Going forward, it is expected that this area of study promises wider and significant implications for Chinas OFDI policy makers, Chinese managers investing abroad and overseas recipients of Chinas OFDI.
