Voluntary Export Restraints and Dumping--A Theoretical Analysis & its Revelation

摘要：

With the assumption that quotas are distributed according to the actual amount of export abandoned, and the complexion that the government holds public bidding with a certain proportion of quotas taken into account, we analyzed the impact on dumping brought about by VER expectations. The results of our research show that: enterprises are motivated to dump with expectations of VER, and are likely to increase their production, so dumping ability occurs at the same time. Therefore, from the angle of policy making, it helps decrease dumping by controlling or lowering VER expectations.
