Study on 1980-2000 USA National Science and Technology Policy on the View of Promoting Industrial Technology Innovation

摘要：

On the base of summarizing USA science and technology(S&T) policy history for the past 200 years and analysis on economic background during the end of the Cold War, this paper points out that S&T policies from 1980 to 2000 were to enhance industrial technological innovation capabilities,mainly including optimizing the innovation and competition environment for businesses, promoting federal government R&D results transfer, diffusion and commercialization: planning and programming of long-term S&T investment in high-tech fields led by government in close cooperation with companies, with peculiar characteristics such as purposeful, participative, dynamic and specific operational and so on.
