In the 21st century, with the increasing competition of the knowledge-based economy in the need of human resources, with the diversified development of the culture, with the acceleration of the internationalizing pace, and with the further reform of the Market economic system, it is bound to meet the higher educational reform with unprecedented Challenges and opportunities. This paper takes Shihezi University as an example, explores the developing trends and countermeasures of higher educational reform in new situation, environment, and new circumstances.
