Public Pension Reform for Constructing a Harmonious Society in China

摘要：

Worldwide pension system reform states that more and more responsibilities for individuals’old-age insurance have been transferred from government to non-government institutions，such as individuals，families，non-profitable institutions，employers and market．And system schedule is seeing an increase of complementary pension in the pension scheme．An positive analysis based on a simple overlapping generations model(OLG)shows that insufficient public pension provided by government makes necessary the development of complementary pension plans in China,and high precautionary savings in China make it available．So，it becomes urgent and important for government to create a good environment for the development of complementary pension by rational system arrangement and incentive designing．
