A Theoretical Analysis of Costs and Benefits to Disaster Reduction and Regional Sustainable Development

摘要：

Natural disaster is one of the important factors to affect the sustainable development of region economy．In this paper,problems of economics on disasters based on the system economics，the paper adopts the documentary analysis，expert interview ete to discuss the question of the concept，content,relations and optimized appraisal of the costs and benefits to disaster reduction．In sustainable development at region levels，strengthen the financial base for disaster risk reduction activities and investment by encouraging organizations to provide resoles to initiatives that integrate disaster risk reduction．
