Evaluations on Traditional Methods of Internalization of the Negative Intergenerational Externality of Environment

摘要：

The current generation usually leaves unfavorable effect upon the following generations when choosing and utilizing environmental resources composites according to their own will，namely negative intergenerational externality．The neo-classical economics and new-institutional economics try to solve the problem of externality through taxation and the defmition of ownership rights，but it is the assumptions that result in the ineffectiveness in solving the negative intergenerational environmental externality．Therefore，new reforms in economic theories are necessary to solve the issue．
