On the Exploitation and Storage of Human Resource in Underdeveloped Areas

摘要：

Under the influence of traditional ideas and realistic conditions．there are some obstacles in human resource management in underdeveloped areas．Strategically,the exploitation and storage are the key for human resource management．The key of the exploitation is emphasis on exploitation of senior human resource and combining the exploitation and the training of the poverty together．The key of the storage is stimulating the revaluation by the storage and realizing the diversification of the storage subject and etc．
