Business Cost is an economic lever to regulate regioal economic development Business Cost has the close relationship with the industrial structure：the higher the Business Cost is，the lower of the proportion of the primary industry and the hisher of the proportion of the tertiay industry are．In order to improve the regional industrial structure upgrading,it becomes the most important task of governmentto regulate Business Cost．Based on the analysis of the role of Business Cost and according to the theory of intervention in the economy,this paper puts forward the solutions of regulating Business Cost fort he government
