Construction institutions of higher learning as the core of the regional center of independent innovation is the basic experience of the development high-tech industries around the world．At present,how to clear the role of institutions of higher learning in independent innovation,and search for the ways that exert scientific and technological innovation capacity of institutions of higher learning is of great significance to promote China’s independent innovadon ability．
