Debate on Limited-Quota Application for Approval of Scientific Research Projects

摘要：

In the meantime of improving project quality and efficiency,limited-quota application for approval of scientific and technologic projects has，due to administrative power’s involvement into assessment and approval of scientific and technologic projects ahead of schedule，which is against laws of scientific research,not only provided a hotbed for all kinds of administrative authority abuse (so-called administrative power rent-seeking)，but also aggravated Matthew Effect in the scientific & technologic field,and thereby deprived many ordinary scientific research workers of the right for application,moreover,this practice have also urged a part of applicants turn from“brainstorming projectsinto“lobbying in public relationsof scientific research.Limited-quota application for approval of scientific and technologic projects must be carried out within certain types and scopes．
