Measuring the Regional Scientific and Technical Capability of China
This paper establishes the evaluation index system of the regional scientific and technical (S&T)capability of China and adopts three kinds of method to carry on ranking analysis,i.e.gross difference of the regional S&T capability of China.In order to solve the problem,we select proper clustering method to sort the gross capability and the structural capability into strong and weak levels respectively.Then four different classes can be formed by the combination of each two levels,and the four-group model is established.Finally we use the average data from 2002to 2004of sixteen indexes to divide 31 provinces into four groups.It can be seen from the results of the empirical analysis that the regional S&T capability,the government should pay more attention to the top-grade-harmonizing provinces,including Beijing,Shanghai,Guangdong,Jiangsu,Liaoning,Sichuan and Shaanxi.
