When Tour Resources Developing under Market Economy - Case Study on Government Role from Jiaozuo Phenomenon

摘要：

As market failure could be clearly observed in the development and management of tour resources,the role of government as an enabler is highly necessary,but,of course,shall not be overemphasized either..This article builds upon a case study of Jiaozuo Phenomenon and reviews the role of government as both utilizer and preserver of tour resources.After elaborating the necessity,supplementary nature and insufficiency of government involvement,three guiding principles are summarized-market regulation as the fundamental,scientific views of development as the guideline,and macro/moderate/limited intervention as the tactics-as the only way for government to find the right position to facilitate sustainable growth of the industry.
