Creating an Appropriate Compensation Instrument for Involuntary Resettlement — When Regional Economy Speed up

摘要：

For china with transformation process from planned economy to market economy a new compensation mechanism needs to be explored and established.In this paper we analyze the negative impact of involuntary resettlement and explore the shortcomings of the present compensation mechanism as well as present a new resettlement and compensation mechanism—capitalization of inundation loss and self-employment.The logic of the new mechanism which can avoid many risks triggered by the traditional mechanism is to integrate the interest of resettlers with project developers interest to maintain and improve resettlers living standard.Some problems related to this new mechanism need to be further probed.
