Introduce Universal Service Concept into Nationals Electric Power System—Cost Compensation Mechanism is Essential
In the process of the system reform of electric power,we have introduced a brand-new idea—the universal service,and started the electric power social universal service item one after another.The characteristics of the electric power industry and the particularity of the electric power product have decided that Chinas electric power social universal service is of significance.In the procedure of the electric power social universal service implementation,the key problem is the cost compensation.This paper analyses and compares the various ways of the cost compensation,including the overlapping subsidy,the policy-type subsidy and the universal service fund.At the same time,the paper put forward the corresponding proposal to the implementation of the universal service fund.
