A Variable Weigh Model of Initial Emission PERMITS Free Allocation

摘要：

Initial emission permits allocation is basis and beginning of building emission permits trading market,and it is the most difficult and controversial issue.In this paper,we give out a variable weigh model of initial emission permits allocation based on analyzing frame of Stackelberg leader and follower decision structure.
