University is Talent Pool When National Innovation System Establishing
National innovation systems integrate innovation entities,innovation environment and innovation mechanism together,enhance the rational distribution and efficient use of social resources and coordinate innovation institutes at the national level.The environment in universities is good and there are many outstanding academic leaders in various subjects and a group of young talents with spirit of innovation,which makes universities the most suitable entities for knowledge innovation.China should reform science and technology system,economic system and educational system to solve the problem that scientific researches in universities are separated from economy,which meets the fundamental innovation requirements and is consistent with the basic design of national innovation systems.
