Study on Sustainable Development Strategy of Urban Rail Transit Based on Externality
It has been recognized that urban rail transit (URT), which is a fast, effective, safe,comfortable and environment-friendly urban infrastructure system, is one of the most effective ways to settle on the problem of traffic congestion in big cities. However, the core issue of developing URT is the capital funding, which has restricted its construction and development The case about joint development on URT and land resources in Hong Kong is a successful case for big cities. On the basis of analyzing the externality of URT, the paper analyzes the mechanism of URT acting on real estate,points out that it is positive externality that leads to inefficiency of the supply of URT, and discusses the profit model of urban rail transit enterprises. In the end, some conclusions are suggested to solve the financing of urban rail transit for construction.
