The Study of City Technology Innovation Environment Construction in the View of System Management

摘要：

This article points out that technology innovation environment is the network system to guaranteeing the realization of technology safeguarding and innovation subject behavior limitation after analyzing the city technology innovation environment and its structure element, which covers policy,mechanism, resource, agency services, finance and social culture and etc,. The article holds that the city technology innovation system accords with the characteristic of system and discusses the connotation of city technology innovation environment system. According to the role and formation of government in the technology innovation environment construction, the article puts forward the task of establishing city technology innovation system evaluation index after concluding the development mode of technology city in the world.
