摘要：

Strategy decides the direction of an enterprises development and its deployment. Ability is the basis of an enterprises development. Strategy and development of ability are not isolated. The coupling of strategy and ability forms the strategic competence of an enterprise. Every activity that the enterprise holds should be running under the instruction of the strategic competence which decides the development of the business.
