Goal Differences between State-owned Enterprise and its Leader and Corrective Measures
The reform of State-owned enterprise (SOE Reform) has always been a conundrum for further perfecting the socialist market economy and a critical tache for reforming economic system continuously. After 30 years of reform, it hasnt achieved the setting goals ideally despite some notable achievements, and even has resulted in many sequelae before its effects. This article believes that the fundamental cause lies in the ineffective coordination of the goals coherence between SOE and its leader.Based on this, it makes efforts in unifying the values of the two entities so as to achieve the greatest degree of related interests, and then puts forward some meaningful suggestions in order to improve a better development of SOE Reform.
