Improvement of Efficiency, Innovation and Growth of Chinas Township and Village Enterprises
Based on the Data Envelopment Analysis (DEA) method, this article measured the changing index of total factor productivity (TFP) of Chinas township and village enterprises (TVEs) from 1996 to 2006. We divided TFP into three parts: technological innovation efficiency, management efficiency and scale efficiency. The results demonstrate that the so slow TFP growth rate of Chinas township and village enterprises was mainly due to the low technology innovation efficiency of this period. In contrast,the improvement of management efficiency and scale efficiency has to some degree restrained the decline of the TFP. According to the panel data model analysis, we found that the low human capital level and unreasonable industrial organization structure are the biggest obstacles to increasing technology innovation efficiency of Chinas township and village enterprises.
