A Comparative Study on the Strengths of IPR Protection at Maximization of FDI and Optimization of Social Welfare
How to determine the appropriate strength of intellectual property rights (IPR) protection is a question which receives a great deal of controversy.This paper manages to put FDI and social welfare into the intellectual property rights protection framework through a leading-following enterprise model under isolated innovation,and determines the two strengths of intellectual property rights protection separately at Maximization of FDI and Optimization of Social Welfare.We compare the two strengths of intellectual property rights protection and conclude that the strength relation of the two intellectual property rights protection depends depending on the different types of industry technology overflow rates.This provides basis for governments to determine a reasonable strength of intellectual property rights protection among different types of industries to reach the maximization of FDI or optimization of social welfare.
